Job Description

The Georgia Department of Human Resources (DHR), Division of Public Health is seeking qualified candidates for the position of Prevention Program Evaluator.
Under limited supervision, assists the Director of Prevention Services and Programs in the development and management of the prevention evaluation component.

Assists the Director PS&P in developing strategies, goals, and objectives consistent with the Department of Human Resources and Division mission; Develops and implements a system to evaluate the design, delivery and effectiveness of a statewide program; Develops a continuous systematic set of processes to evaluate program and provider performance; Identifies data sources for use by the program including formulas to identify prevalence estimate, demographics, estimates of need, and impact; Collects, analyzes and interprets statistical data and prepares and distributes reports including data for federal block grant reporting; Maintains technical expertise and knowledge in evaluation, monitoring, standards development and performance and outcome measurement; Maintains knowledge of current and emerging trends and developments in the field; Serves on state wide Epidemiological Workgroup for SA Prevention activities as required by federal funder.

Represents the Director PS&P at federal, state and local meetings concerning process and outcome evaluation data and the evaluation enterprise as appropriate and assigned.
Qualifications
Completion of a Bachelor's degree in a field related to the area of assignment (coursework must have included an evaluation component, for example, evaluation, planning, education, research methodology, psychology, public administration, or a closely related field) AND four years of experience in a human service delivery program which included program evaluation, working with a variety of evaluation techniques (such as survey research, case studies, focus groups, and/or administrative review), and publications in professional journals and/or presentations in meetings
OR
Completion of a Master's degree in a field related to the area of assignment. Graduate or undergraduate coursework must have included an evaluation component (for example, evaluation, planning, education, research methodology, psychology, public administration, or a closely related field) AND two years of experience in a human service delivery program which included program evaluation, working with a variety of evaluation techniques (such as survey research, case studies, focus groups, and/or administrative review), and publications in professional journals and/or presentations in meetings.

NOTE: Experience may substitute for education on a year-for-year basis, if evaluated as equivalent.
In addition to meeting the minimum qualifications, preference will be given to applicants who possess the following:
Additional years of experience program evaluation and/or policy analysis with strong statistical analysis, working with a variety of evaluation techniques and publications in professional journals and/or presentations at professional meetings or associations. · Two years or more experience providing evaluation expertise on prevention programs at the state office· Completion of a Master’s degree in a field related to the area of assignment. Graduate or undergraduate coursework must have included evaluation components such as evaluation, strategic planning, statistics, statistical analysis, survey research methodology, social science research methodology; · Two years experience providing training in evaluation research methodology, data collection and management, data entry or data analysis. · Experience in the area of interagency collaboration
